Norm has extensive experience in not for profit management, water safety programs, and aquatic facility design, management and operation. He was previously a General Manager with Surf Life Saving Australia (2007 to 2014), CEO of RLSSA Victoria Branch (1998 to 2005) and joint CEO of Life Saving Victoria (2002/2005). Norm was editor of the RLSSA Guidelines for Safe Pool Operation from 1992 to 2005, in 1996 he developed the first swimming pool risk assessment tool, and in 2006 was author of the first edition of the Australian Coastal Public Safety Guidelines.
Norm has chaired numerous organisations including lifesaving clubs, State organisations and international lifesaving Commissions and Committees including the International Life Saving Federation (ILS) since 1994.
Norm has championed aquatic related research including for SLSA, RLSSA, RLSSA Victoria Branch, Life Saving Victoria and the ILS. He has presented and published work on a variety of aquatic safety topics including swimming pool safety, coastal safety, and international lifesaving development.
Norm is currently ILS Vice-President and Asia-Pacific Regional President, Executive Director of the RLSS (Commonwealth) and Chair of the Aquatic Education and Industry Engagement division of Life Saving Victoria, Australia.
