Justin Scarr contributes to drowning prevention research through various roles including as Chief Executive Officer of the Royal Life Saving Society – Australia, and Chair of the Australian Water Safety Council, Chair – Drowning Prevention Commission at International Life Saving (ILS) Federation. In Australia, Justin leads a range of drowning prevention initiatives in Australia, including leading the development of the Australian Water Safety Strategy (2008, 2012, 2016, 2020), facilitating national agendas on range of drowning prevention issues including swimming and water safety education, non-fatal drowning and drowning in migrants. Justin advocates a focus on the global issues of drowning prevention, and has been co-convenor of the World Conference on Drowning Prevention 2011, 2015, 2017, and 2019, and 2023. He has contributed to World Health Organisation projects including the Global Report on Drowning, Global Status Report on Drowning, and sits on the WHO Global Alliance for Drowning Prevention. Justin has submitted his PhD on the topic of multisectoral action for drowning prevention with The George Institute for Global Health (UNSW). He has a range of published studies including tracing the political prioritisation of drowning prevention, the development of a conceptual definition for drowning prevention, 50 strategic priorities for drowning prevention, and a framework for identifying opportunities for the integration of drowning prevention with health and sustainable development agendas. When not talking working, studying and volunteering in the area of drowning prevention, he likes to surf, travel and hang out with his family.
